§ Mr. BanksThe Government will take the lead to extend opportunities for participation in sport through a national strategy for sport which will embrace all sections of the community regardless of where they live, social background, age or ability. This will be dedicated to providing excellence at all levels and improving sporting performance, while increasing sporting opportunities for the many not the few.
