To ask the Secretary of State for the Home Department what measures his Department is taking in respect of young offenders; and if he will make a statement. [19806]

We have proposed in the Crime (Sentences) Bill that curfew orders with electronic monitoring should be extended to 10 to 15 year-olds, and that the courts be given greater discretion to allow the identification of convicted juveniles. We will be introducing a new secure training order for 12 to 14-year-old persistent offenders. The Green Paper "Preventing Children Offending", which was published earlier this month, sets out our proposals for action to help children before they become offenders; and action to reinforce parents' responsibility for their children's behaviour.
