§ Mr. ByersTo ask the Secretary of State for Education and Employment what was the post-tax surplus or deficit for each training and enterprise council for 1995–96. [21310]
§ Mr. PaiceThe following table lists the post-tax surpluses or deficits incurred by training and enterprise councils in 1995–96. The figures are those shown in the audited statutory accounts lodged at Companies House.
881WTECs are allowed to generate surpluses and create reserves by subcontracting training at a lower unit price than that negotiated with the Department. Surpluses are used by TECs on activities in support of their corporate and business plan objectives which are agreed with Government. Examples of the use of these funds include the provision of additional opportunities within existing DfEE programmes; matching funding for single regeneration budget or European-funded projects; training, enterprise or economic development initiatives agreed with TECs' local communities; and topping up reserves where they are insufficient to meet cash flow and other fluctuations.
