§ Mr. HowardAuthorisation of surveillance which intrudes on "confidential personal information" will require prior approval by a commissioner except in urgent cases. In addition, the police and customs have given an undertaking not to mount intrusive surveillance operations in circumstances covered by the seal of confession.
