To ask the Secretary of State for the Home Department what wording he plans to include in the draft code of practice consequent upon the passing of the Police Bill [Lords] that will ensure confidential protection of pastoral discussions between ministers of religion and members of their flock. Authorisation of surveillance which intrudes on "confidential personal information" will require prior approval by a commissioner except in urgent cases. In addition, the police and customs have given an undertaking not to mount intrusive surveillance operations in circumstances covered by the seal of confession.
