Mr. Wigley

To ask the Secretary of State for Wales, pursuant to his answer of 12 March,Official Report, column 238, what cost element of each expenditure heading in "Government Expenditure and Revenue, Wales 1994–95" relates to expenditure supported by receipts from European Community institutions; where those receipts are shown in that publication; and if he will make a statement on his Department's accounting methodology for such expenditure. Those receipts from European Community institutions which were administered by the Welsh Office, including those which passed through the Intervention Board, totalled around £220 million in 1994–95. These were applied to the agricultural programme— £167 million—and other environmental services programme—£53 million. Expenditure supported by non-Welsh Office receipts is included in the total of estimated general government expenditure in Wales but is not separately identifiable.

To ask the Secretary of State for Wales what factors underlie the different treatments of financial contributions of the EU in(a) "Government Expenditure and Revenue, Wales, 1994–95" and (b) "Public Expenditure Statistical Analysis 1996–97", Cm. 3201; and if he will make a statement. [20817]

Mr. Hague

No attempt is made in "Public Expenditure Statistical Analysis 1996–97" to make a territorial allocation of the UK's net contribution to the European Communities as this expenditure is non-identifiable. In "Government Expenditure and Revenue, Wales 1994–95", Wales is allocated a share based on Gross domestic product. This amounts to £53 million—4.2 per cent. of the UK's net contribution of £1,267 million.
