HC Deb 17 March 1997 vol 292 cc475-6W
Mr. Hinchliffe

To ask the Secretary of State for Health what percentage of overall funding reflects the pay element of the market forces factor in the allocations of resources in each health authority. [20461]

Mr. Horam

The market forces factor is one component of the weighted capitation formula used to calculate health authority targets which in turn inform allocations.

There are six elements within the MFF adjustment and their corresponding weightings are shown in the table:

Element Weighting Percentage
Staff 57.31
Medical and dental London weighting 8.68
Non pay 22.57
Land 1.17
Buildings 7.94
Equipment 2.33
Total 100

Mr. Hinchliffe

To ask the Secretary of State for Health what assessment he has made of the impact of the market force factor in his health authority funding formula

in areas which his Department has identified as having low rates of pay largely based on Whitley Council agreements. [20459]

Mr. Horam

The staff market forces factor enables all health authorities to meet trust prices which reflect national pay agreements.
