To ask the Secretary of State for Transport what advice he has received from the Highways Agency on the backlog in road and bridge maintenance. [17773]

Mr. Watts

In 1991, the Department told the Public Accounts Committee that its aim was to reduce the proportion of the trunk road network with less than zero residual life to the economic minimum of 7 to 8 per cent. by 2000. The most recent national road maintenance condition survey shows that only 3.9 per cent. of motorways and 7.3 per cent. of other trunk roads have less than zero residual life.
