To ask the Secretary of State for the Environment, Transport and the Regions if he will amend the formula for calculating the revenue support grant to include status as an off-shore community as a factor. [1770]

We are committed to a fair distribution of Government grant. We will discuss with the Local Government Association any possible changes in the formulae which local government wishes us to consider. I would not want to anticipate the arguments which might be put forward for and against any particular change.
