To ask the Prime Minister how many political appointments have been offered and accepted in No. 10 Downing Street, in the Cabinet Office and in any other department and agency; and if he will list the comparable numbers before the change of Government. [1704]

I refer the hon. Member to the reply I gave to the hon. Member for Chichester (Mr. Tyrie) today. There were 38 such paid appointees in post as at 27 February 1997.

To ask the Prime Minister if he will list the political advisers and other political appointees to the civil service made since 1 May; if each appointment has been approved by him; what is the total annual salary bill of such political advisers and other political appointees; and what was the equivalent bill in 1997 prices of the equivalent appointments made in the two weeks following 3 May 1979. [holding answer 20 May 1997]: In relation to my office, I refer the hon. Member to the list of appointments I have given today to the hon. Member for Worthing, West (Mr. Bottomley).

For other Cabinet Ministers, I have approved, subject to agreement on their salaries, the following Special Advisers who will be paid from public funds:

In addition, Michael Barber has been appointed as the Standards and Effectiveness Adviser to the Department of Education and Employment. I will provide the information on the total salary bill when agreement has been reached with each individual on their precise employment terms.

In the two weeks following 3 May 1979, five Special Adviser appointments were made, at a total salary bill in 1997 prices of £163,000.

As we made clear during the election campaign, I believe it is important to bolster the centre of Government and bring in fresh ideas, while at the same time maintaining and supporting a politically neutral civil service.

As special advisers, all will be paid from public funds. Salaries for special advisers are being negotiated individually. Staff in the political office will be paid from Labour Party funds.
