To ask the Secretary of State for the Home Department what criteria the Government use to determine whether constitutional changes should be submitted to a referendum. [10206]

Legislation is currently before Parliament to enable referendums to be held on the Government's proposals for devolution to Scotland and Wales.

We have also indicated that referendums will be held on the proposed strategic authority for London, on the voting system for elections to the House of Commons and in the regions on the questions of whether regional government should be established.

Our manifesto made it clear that Britain would not join a single currency unless the people had said yes in a referendum.

Other referendums may also be held when the Government and Parliament consider it appropriate.
