§ Mr. IngramProgress depends on the outcome of planning applications in Northern Ireland and Scotland. Northern Ireland Electricity plc submitted a second planning application for the Northern Ireland element of the project on 4 April 1997.
My right hon. Friend the Secretary of State for Scotland hopes to announce his decision on the application for the Scotland element shortly.
