§ Mr. PaiceThe Department believes that it could not make public details of the effectiveness of financial controls for individual TECs without these being misinterpreted as a judgement of a TECs overall financial position. Publication of the risk banding assessment could be misleading to those doing business with TECs and might give rise to a loss of confidence in a TECs financial position which, while wholly unjustified, could cause serious financial difficulty. All TECs are currently assessed as low risk, it is a condition of their licence that they remain in that category.
