§ Mr. ForthIt is for each further and higher education institution to determine its criteria and procedures for considering applications and making access fund payments to eligible students, in the light of its assessment of individual student need and in accordance with annually reviewed guidance from the Department for Education and Employment, the Further Eduction Funding Council and the Higher Education Funding Council for England.
