To ask the Secretary of State for the Environment, Transport and the Regions if he will review the law which requires MOT testing stations to carry out full re-tests on vehicles re-presented; what assessment he has made of the degree of compliance with this law by testing stations; if he will review the charging and subsidies applied by test centres to re-test customers; and if he will make a statement. The law does not require full re-tests in all cases. Testing stations have full instructions about what to do in different cases and the Department's Vehicle Inspectorate monitors compliance with those instructions and disciplinary action is taken where necessary. The maximum fees chargeable for MOT tests are prescribed and are subject to annual review but it is open to testing stations to charge less than the maximum if they wish to do so.
