§ Mr. George HowarthWe believe that the simple list system that the European Parliamentary Elections Bill provides for is the most appropriate electoral system for elections to the European Parliament. However, my right hon. Friend the Home Secretary has said that he is prepared to consider the arguments for introducing a system in which voters can vote either for a party list or for an individual candidate on the list.
