To ask the Secretary of State for Foreign and Commonwealth Affairs if he will make a statement on his proposals for the Middle East peach process during the UK presidency of the EU. [21239]

Seeking to re-inject momentum into the Middle East peace process will be a high priority during our Presidency. We are anxious to see existing agreements implemented in full and progress made on other outstanding issues. We will be pursuing EU proposals which complement and support US efforts. These include a code of conduct to guide future negotiations; a mechanism to institutionalise security co-operation and handle crises; facilitating agreement on implementation of commitments under the Interim Agreement, in particular on Gaza air and sea ports and transit arrangements between the West Bank and Gaza; and engaging Israel in a dialogue on ways of removing obstacles to Palestinian economic development.
