To ask the Secretary of State for the Home Department (1) what guidance is issued to police authorities in circumstances where dogs are presented as strays with regard to(a) the identification of the owner and (b) the placing of the animal in suitable care; [1546]

(2) how many dogs were placed in kennels by the police in the last year for which figures are available; and at what cost; [1547]

(3) how police authorities select kennels for the purpose of housing stray dogs; and what criteria are applied to the length of time the animals are kept at public expense. [1548]

The policing of stray dogs is an operational matter for the police using their powers provided under the Dogs Act 1906, as amended. Guidance was issued to the police following amendments to this Act contained in the Environmental Protection Act 1990. A copy of the joint Department of Environment, Welsh Office and Home Office circular—Home Office circular No. 5/1992—is available from the Library.
