§ Mr. Hanley[holding answer 20 May 1996]: We asked the Libyan Government to co-operate with the police investigation into the murder of WPC Fletcher at the time. They refused. In the absence of such co-operation it was not possible to bring charges against any individual. There were therefore no grounds for making further representations.
