HC Deb 21 May 1996 vol 278 cc116-7W
Mr. Llwyd

To ask the Chancellor of the Exchequer in how many cases in each year since 1993 the revenue adjudicator has found(a) wholly and (b) partly in favour of the complainant; and if he will make a statement. [29606]

Mr. Michael Jack

The table provides details of the number of complaints about the Inland Revenue which the adjudicator has upheld wholly, substantially or partially in the three years to 31 March 1996, the figures in parenthesis denoting the proportions of the total number of complaints reviewed during the years concerned:

Year Substantially/wholly Partially
1993–94 50 48 per cent. 15 14 per cent.
1994–95 98 26 per cent. 95 25 per cent.
1995–96 144 29 per cent. 92 19 per cent.
Total 292 30 per cent. 202 21 per cent.

Mr. Llwyd

To ask the Chancellor of the Exchequer how many cases have been referred to the revenue adjudicator as complaints arising out of the taxpayers charter in each year since May 1993; and if he will make a statement. [29604]

Mr. Jack

The table shows the number of complaints about the Inland Revenue that the adjudicator received in the three years to 31 March 1996:

Year Total received Take up for full investigation
1993–94 1,615 308
1994–95 2,581 504
1995–96 2,500 470
Total 6,696 1,282

The 5,414 cases which she did not take up for full investigation were mainly ones where the complainant had not first tried to sort out their complaint through the Inland Revenue's own complaints system. In these cases, the adjudicator puts the complainant in touch with the right person in the Inland Revenue; and where necessary helps the complainant clarify the terms of the complaint. The adjudicator calls such cases "assistance cases".
