To ask the Secretary of State for Transport (1) how much Railtrack has received in penalties from(a) South West Trains and (b) all other train operating companies in the period 1 February to 31 March; [28551]

(2) how much Railtrack has paid in penalties to (a) South West Trains and (b) all other train operating companies in the period 1 February to 31 March. [28550]
