To ask the Secretary of State for Wales what plans he has to help local authorities in Wales deal with anti-social tenants. [18513]

Part V of the Housing Bill, which would apply to England and Wales, contains a number of such proposals including:

  1. (a) giving councils a discretionary power to introduce a scheme of one year introductory tenancies allowing for quicker and easier repossession where new tenants behave irresponsibly;
  2. (b) extending the grounds for possession to include nuisance or annoyance by anyone visiting or in the locality of a tenant's property;
  3. (c) introducing a new ground for possession relating to domestic violence;
  4. (d) allowing a power of arrest to be attached to injunctions where there is actual or threatened violence.
