§ Mr. ClappisonLocal authority housing investment programme allocations total over £1.2 billion for 1996–97. Local authorities also use resources from revenue and useable capital receipts for capital expenditure on housing. In 1995–96, this totalled £1.1 billion. It is up to local authorities to use these resources efficiently and effectively to address their local housing needs, including those of the elderly.
