To ask the Secretary of State for the Environment what proportion of local authority expenditure is met by the council tax in(a) Hyndburn borough council and (b) Westminster city council. [29796]

The proportion of local authority expenditure funded by council tax depends largely on where an authority sets it budget in relation to its standard spending assessment.

Hyndburn borough council has set a budget in 1996–97 which is 28.4 per cent. above its SSA, so the proportion of expenditure funded by council tax is 41.5 per cent. while Westminster city council has set a budget which is 12.7 per cent. below its SSA, so its proportion is 14.2 per cent.

The proportion of local authority expenditure funded by council tax depends largely on where an authority sets its budget in relation to its standard spending assessment.

Nottingham city council has set a budget in 1996–97 which is 10.9 per cent. above its SSA, so the proportion of expenditure funded by council tax is 28.7 per cent., while Westminster city council has set a budget which is 12.7 per cent. below its SSA, so its proportion is 14.2 per cent.
