To ask the Secretary of State for Transport what progress he expects to be made(a) this year and (b) over the next five years in eliminating the current bottlenecks on motorways and trunk roads, identified by the congestion maps published by his Department. [39495]

My Department's plans for eliminating bottlenecks over the current year were spelt out in November 1995 in "Managing the Trunk Road Programme" and in the Highways Agency's business plan, 1996–97. Progress over the next five years will include schemes to be taken from the design, build, finance and operate system and main programmes set out in tables 4 and 5 respectively of "Managing the Trunk Road Programme". We shall also continue to make improvements under the network enhancement programme and to introduce further measures for the better management of the network.
