§ Mr. NorrisInformation on permits issued for the period April 1996 to March 1998 is not yet available. For the period April 1994 to March 1996, London local authorities issued 62,365 permits to blind people and disabled people. The equivalent figure for the London borough of Ealing was 4,986. The number of permits issued to deaf persons is not recorded centrally.
