To ask the Secretary of State for Scotland what is the statutory base of the advisory non-departmental public body sponsored by the Scottish Courts Administration; and if it(a) publishes its advice, (b) publishes an annual report and (c) lays an annual report before Parliament; and if he will indicate in each instance whether this is (i) under a statutory requirement or (ii) voluntary. [holding answer 18 July 1996]: The Scottish Law Commission was set up by the Law Commissions Act 1965. My noble and learned Friend the Lord Advocate has an obligation under the 1965 Act to lay before Parliament any proposals for reform formulated by the Scottish Law Commission. The commission is required by the Act to make an annual report to the Lord Advocate which he likewise must lay before Parliament. The commission's reports on law reform and its annual reports are published and are available from HMSO.
