§ Mr. CurryOn 21 May,Official Report, columns 164–65, I announced that my Department would be consulting the local authority associations, and others, on wide-ranging measures to help harness private-sector finance and management expertise. I am now issuing draft capital finance regulations for consultation, with the aim of having regulations in force by the end of October.
