§ Mr. Clappison[holding answer 3 July 1996]: The decision agreed at the second conference of the parties of the convention on biological diversity, to encourage the establishment or strengthening of arrangements for the management of marine and coastal ecosystems, will be given effect in the United Kingdom by actions included in the United Kingdom biodiversity action plan (Cm2428). Commitments made at the fourth North sea conference in June 1995 are also relevant for which implementation guidance was published on 2 July 1996. A good practice guide on coastal zone management will be published later this year. No further guidance is necessary.
