To ask the Secretary of State for Health in what circumstances health authorities are authorised to provide ring-fenced HIV prevention money for health promotion in prisons in their areas; and if programmes supported by these funds are available to the entire prison population within the establishment. Health authorities are allocated ring-fenced funds for locally targeted prevention and education initiatives to help curb the spread of HIV. In carrying out their needs assessment, health authorities are expected to liaise with other agencies in their areas, including those working with people in custody or care of the criminal justice services, to help identify local priorities for HIV health promotion work. The scope of such work is a matter for local agreement.
