§ Mr. MacleanI understand that, following the recommendations of the joint Home Office-police review of removal procedures in immigration cases involving the police, the Metropolitan police intend that a belt with handcuffs should be used only exceptionally and in strictly controlled conditions, taking into account the advice of a qualified medical practitioner in each case.
