HC Deb 28 February 1996 vol 272 c531W
Mr. Cohen

To ask the Secretary of State for the Home Department what is the policy of the Metropolitan police towards the body belt of the type involved in the death of Joy Gardner; how that policy has changed since this incident; and if he will make a statement. [17340]

Mr. Maclean

I understand that, following the recommendations of the joint Home Office-police review of removal procedures in immigration cases involving the police, the Metropolitan police intend that a belt with handcuffs should be used only exceptionally and in strictly controlled conditions, taking into account the advice of a qualified medical practitioner in each case.
