To ask the Minister of Agriculture, Fisheries and Food if he will list each prosecution initiated by his Department which has now been completed against(a) renderers, (b) abattoirs, (c) livestock dealers, (d) animal feed manufacturers and (e) pet food manufacturers in each year since 1990, with in each case the (i) name of the individual or organisation prosecuted, (ii) nature of the charges and (iii) outcome of the prosecution; and if he will make a statement. Available records do not reveal any prosecutions as having been instituted by the Department against(a) renderers, (d) animal feed manufacturers, or (e) pet food manufacturers during the years in question.

The following prosecutions, initiated by the Department, have been completed in the relevant years.

1990 One prosecution of an abattoir under the pig carcase grading regulations. Convictions on three charges sustained on appeal. Conviction now spent.

1991 One prosecution of a livestock dealer for offences in relation to certification for export of squirrel monkeys. Conviction now spent.

1992 No relevant prosecutions.

1993 One prosecution of a livestock dealer by name of White for offences relating to movement of animal records. Fined a total of £2,500, ordered to pay £1,000 costs.

1994 One prosecution of an abattoir by name of Casemore for offences in relation to maximum residue limits in meat, and record keeping. Fined a total of £800, ordered to pay £400 costs. One prosecution of a mink keeper by name of Smith for keeping mink on unlicensed premises. Fined £5,000, ordered to pay £700 costs.

1995 One prosecution of a company called Towers Barron Ltd. for acting as a cutting premises without a licence. Fined a total of £2,750, ordered to pay £1,423 costs. One prosecution of an individual called White for three similar offences. Fined a total of £1,000, ordered to pay £1,340 costs. One prosecution of a livestock dealer called Shone for offences relating to export certification for horses. Fined £1,500, ordered to pay £4,000 costs.

1996 (to date) One prosecution of an abattoir called Bakers for failure to stain, and failure to separate specified bovine offal. Fined a total of £3,000, ordered to pay £2,000 costs. One prosecution of an abattoir run by an individual called Kellow for similar offences. Fined £1,500, ordered to pay £1,050 costs. One prosecution of an abattoir called Stillmans (Somerset) Ltd. for similar offences. Fined a total of £7,500, ordered to pay £3,000 costs. One prosecution of an abattoir run by Blackpool Abattoir Co. Ltd. for failure to separate specified bovine material. Fined £3,000, ordered to pay £1,818 costs. One prosecution of an individual called Townsend who worked in an abattoir premises for using vertebral bones in the production of mechanically recovered meat. Fined £600, ordered to pay £1,380 costs. One prosecution for unlicensed slaughtering against an individual called Newall. Fined £2,000, ordered to pay £1,500 costs. One prosecution of a slaughterman in an abattoir under welfare rules. Fined £250. One prosecution of a livestock dealer called Smith for record keeping offences. Fined a total of £3,800, ordered to pay £5,767 costs. One prosecution of an individual called Hart for unlicensed cutting. Fined a total of £900, ordered to pay £500 costs.

To research these matters to provide more details of the prosecutions would entail excessive cost.
