asked Her Majesty's Government:

Further to the Question put by Lord Pearson of Rannoch in the Debate on the Address (H.L. Deb., col. 187, 28th October), whether they believe that enlargement of the European Union would be likely to increase the power of the European Commission, Council and Parliament, or whether it would be likely to diminish it.

One of the aims of the current Intergovernmental Conference is to prepare the institutions of the Union for further enlargement. In that context, the UK is arguing that the powers of the Commission, Council and Parliament and the balance between them, should remain broadly as they are.
