§ Lord James Douglas-HamiltonIn 1992, the Government published the document "Roads, Traffic and Safety 1992", which included a summary of the findings of the Scottish Office's then recently completed trunk and key principal road network review.
This review included a level of service analysis of existing and forecast future road congestion for Scotland. Figures 3.5a and 3.5b on page 14 of "Roads, Traffic and Safety 1992" are maps illustrating the level of service analyses for 1990, and for 2010 assuming high national road traffic forecasts.
