§ Mr. KynochCapital allocations for the new unitary authorities have been determined partly by formula and partly following consideration of authoritiess' financial plans and annual policy statements. The new councils will also receive an allocation to cover expenditure they incur as a result of legal commitments entered into by their predecessors.
