To ask the Secretary of State for Social Security on what grounds he proposes to abolish the entitlement to invalid care allowance for carers who are persons from abroad; and what effect he expects this to have on persons cared for by them. [40606]

Mr. Burt

We believe that those who enter the United Kingdom with limited leave, on the understanding that they have no recourse to public funds, should be held to that understanding for the duration of their stay here. People who have overstayed their leave or who entered the country illegally should similarly not receive Government funding through the benefits system. In all cases, person from abroad who take on roles as carers will continue to be subject to the usual understanding regarding public funds.
