To ask the Secretary of State for Social Security on what evidence the estimate, in the explanatory memorandum on the Social Security (Persons from Abroad) Miscellaneous Amendment Regulations, that about 5,000 claims for family credit, disability benefits and invalid care allowance are made annually by persons from abroad, is based; and how many claims he estimates are made for each of the benefits. No systematic record is kept of claims made for benefits by persons from abroad. The estimate is based on an extrapolation across the relevant benefits of an analysis of child benefits claimants who came to the United Kingdom from abroad in 1994.
