To ask the Secretary of State for Transport what is his Department's policy towards persons cleaning car windscreens at traffic lights; and if he will make a statement. [39897]

Road traffic law provides that if a person, without lawful authority or excuse, wilfully obstructs the free passage along a highway, he or she is guilty of an offence. We have no evidence that persons cleaning car windscreens at traffic lights represent a road safety problem.
