§ Mr. Gwilym JonesThe White Paper "A Charter for the Future", Cm 2155, emphasised the important role of the voluntary sector. Transition committees were advised to consult voluntary organisations. In preparing their service delivery plans, shadow authorities have been asked to build on existing arrangements and to set out their proposed strategies for working with the voluntary sector. Sections 51 and 54 of the Local Government (Wales) Act 1994 contain safeguards for contracts or agreements which extend beyond 31 March 1996.
