§ Mr. SproatNone. It has always been an important point of the national lottery that the distribution of proceeds should be handled at arm's length from the Government. The award of lottery funding for the new national stadium will be a matter for the Sports Council lottery awards panel when the successful bidder has submitted a formal application.
