§ Mr. RichardsThe Government have created the right conditions for the economy to grow. Output is up and unemployment continues to fall. This shows the success of our policies throughout Wales. In addition, we do not propose to establish an Assembly in Cardiff which would interfere with and damage the Welsh economy. I trust that the hon. Gentleman supports our policy-which is in the best interests of his constituents.
