asked Her Majesty's Government:

Whether they consider that individuals within the jurisdiction of the United Kingdom are entitled to expect that Her Majesty's Government and their Agencies will act in accordance with the provisions of the European Convention on Human Rights and the International Covenant on Civil and Political Rights by which the United Kingdom is bound in international law.
