To ask the Secretary of State for Scotland what funds are available from European Community sources to undertake projects aimed at reducing the risk of floods to homes, businesses, including farms and public buildings; which organisations may apply for such funding; and if he will make a statement. Mr. Kynoch

I am not aware of any European Community sources of funds specifically for flood prevention. Under the European structural funds support may be available where there is a clear and demonstrable economic benefit to be derived from the project.

Regional and islands councils have powers, under the Flood Prevention (Scotland) Act 1961, to take flood prevention measures to protect non-agricultural land. Works, other than those of maintenance or repair, have to be widely advertised and submitted to the Secretary of State for confirmation. Grants are available from the Scottish Office at a rate of 50 per cent. for confirmed schemes.
