Mr. McAllion

To ask the Minister of Agriculture, Fisheries and Food if he will provide in respect of his plan for pay delegation submitted to the Treasury(a) a description of the staff in each bargaining unit covered by the plan, distinguishing staff in headquarters functions, agencies and agency candidates, and in other identifiable business units and (b) proposals for trade union recognition in each bargaining unit and the negotiating machinery to be put in place in each bargaining unit. The following is the information:

A. Bargaining Units

There will be the following four pay bargaining units from 1 April 1996:

Bargaining unit Grades
1 Core-MAFF all grades
Pesticides Safety Directorate1 all grades
Veterinary Medicines all grades
Directorate1
Directorate of Fisheries Research2 for grades other than those below
2 Directorate of Fisheries Research for marine industrials/non-industrials and shore-based industrials
3 Central Science Laboratory1 all grades
4 Central Veterinary Laboratory1 all grades
1 Agency.
2 Canidate Agency.

Note:

ADAS and Meat Hygience Service are not covered by the MAFF pay delegation plan because they have already taken pay delegation from April 1994 and 1995 respectively.

  • B. Trade Union Recognition and Negotiating Arrangements
  • For the bargaining units list above:

  1. 1. Single table negotiations have been agreed with the FDA, IPMS, NUCPS, and CPSA.
  2. 2. Multiple table negotiating arrangements will continue with GMB, NUMAST and TGWU.
  3. 3. Single table negotiations have been agreed with the IPMS, NUCPS and CPSA.
  4. 4. Discussions on single table negotiations are in progress with IPMS, NUCPS, CPSA and GMB.
