To ask the Secretary of State for Transport what progress has been made in reducing the glare in the night sky caused by the lighting of motorways; what is his policy for ensuring that motorway service areas do not add to the loss of night sky caused by their illumination; and if he will make a statement. It has been a requirement of motorway lighting schemes designed since February 1993 that the impact of lighting at night on dark landscapes should be minimised using an appropriate degree of special light control whenever lanterns are being provided or replaced. Examples of modern lanterns can be seen on M40 junctions 3 to 5.

It is for the local planning authority to assess the environmental effects of lighting at motorway service areas. My Department's role is limited to ensuring that the lighting does not have an adverse effect on road safety on the motorway.
