Nursery Voucher Scheme (Hansard, 30 November 1995)

§ Sir Thomas Arnold
To ask the Secretary of State for Education and Employment if the cost of vouchers under the nursery scheme will be deducted from local authority standard spending assessments. [3375]

§ Ms Hodge
To ask the Secretary of State for Education and Employment if the local education authorities which are piloting the nursery voucher scheme will be subject to the standard spending assessment clawback during the period of the pilot. [3447]

§ Mr. Robin Squire
In both phase 1 and full implementation of the nursery education voucher scheme, vouchers will be funded through a combination of new money and deduction from participating local authorities' standard spending assessments. The deduction will be based on the number of four-year-olds in nursery education places in the maintained sector in a base year, taking into account termly variations in attendance.
