Mr. Don Foster

To ask the Secretary of State for Education and Employment what is the education component of standard spending assessments per pupil(a) between five and 10 years, and (b) between 11 and 15 years, expressed in cash and constant prices, in (i) 1995–96 and (ii) 1996–97, in each local education authority and on average; and what was the percentage change in each local education authority and on average between 1992–93 and the latest year for which figures are available. The following tables set out the information requested. Some care is needed in drawing conclusions about the percentage change in funding between 1992–93 and 1996–97, since the figures take no account of local education authorities' loss of responsibility for certain functions, notably the careers service and school inspections.

The figures for the secondary sector are also affected by the use from 1995–96 of September in place of January as the date on which pupils are counted for SSA purposes, and above all, by the relative shift in LEA expenditure from the secondary to the primary and nursery sectors, which is subsequently reflected in the SSA distribution.
