§ Mr. Raymond S. Robertson[holding answer 7 November 1995]: It is proposed to define a full-time further education student in Scotland as a person undertaking a course of study which is funded in whole or in part by the Secretary of State at a college of further education if it involves:
- i. more than 16 hours per week of classroom or workshop-based programmed learning under the direct guidance of teaching staff; or
1011 - ii. 16 hours or less per week of classroom or workshop-based programmed learning under the direct guidance of teaching staff together with additional hours using structured learning packages supported by the teaching staff so that the combined total of hours exceeds 21 per week.
Students who do not satisfy this criteria will be regarded as part-time.
