To ask the Secretary of State for Transport pursuant to his answer to the hon. Member for Scarborough (Mr. Sykes) of 26 October,Official Report, columns 731–32, what was the voting record of each member state on items agreed at the meeting of the European Community's Transport Council held on 28 September; and if he will make it his practice to list all votes, including where there have been no votes, in the future. There were no formal votes at the 28 September Transport Council, but, as reported in my answer of 26 October to the hon. Member for Scarborough (Mr. Sykes), the UK and Germany opposed a scrapping scheme to reduce capacity in the inland waterways industry: other member states supported the measure.

I shall continue to list all formal votes, or the fact that no votes were taken, when reporting on future Transport Councils.
