The Secretary of State for Transport has asked me to reply to your request that he make a statement on the decision by the Council of Ministers in respect of the European Parliament's proposal in respect of the Safety Management Certificates of ro-ro ferries visiting EU ports.The UK fully supports this proposal which will require all such ro-ro passenger ferries to carry a Safety Management Certificate from the 1 July 1996 regardless of the flag of the vessel.
