To ask the Secretary of State for Scotland how much the Scottish Office(a) is planning to spend in the current year and (b) has spent in previous financial years on promoting the rent-to-mortgage scheme; and how much is being and was spent during these periods on television advertising for the campaign. [holding answer 23 May 1994]Advertising of the pilot rent-to-mortgage scheme took place in spring 1991 and spring 1992. Subsequently the right to buy and statutory rent-to-mortgage schemes have been promoted together. No decision has yet been taken on any further advertising in 1995–96. Expenditure in each financial year is as follows:
